I admit I'm confused as well what your question is but I think I see the issue. Regardless of setting the disable account to either yes or no it is disabled when a limit is set.

Tested a user with a zero balance and Admin set to disable over limit. User listed with enough to go over the limit and the account is disabled and an email notification is sent. Selling links are no longer visible and the user is given an error screen that notes the account is suspended until payment is made. As it should be.

Clicked disabled to "no" and same result. Account is disabled, email sent, links to sell removed and error/notification shown.

I have confirmed this bug with my own test. (Setting an account over limit with the "disable when over limit feature is OFF) It does indeed disable an account over balance limit reguardless if the feature is activated or not.
