Summary0000086: Buyer Fees Email always sent even when zero fees and can't set empty fees

I hadn't edited the recently added Buyer fees but received the email anyway, though with no amount.

I looked and figured maybe you have to delete the default "0 To 0" flat fee that shows in Admin. but doing that gave the user an error when going to pay for the item.
Someone wrote

Dear , This is an invoice for the payment of the buying fee of . Total payable: Please click on the link below to access to the payment page: All activity on your site will be suspended until this is paid
By the way, all/most text emails have no line returns.

I don't use that fee but other might want a limit so the message isn't so dire (suspending all activity) if the fee is for a single auction. That may, however, be exactly what those who use it want, just a thought.
